How to use guitar capo?

I am using a cheap target ratchet style capo and i was wondering, Do you put the capo as close to the fret as possible? Thats the way ive always dont it and i was wondering if it wears the frets down more or even causes damage from doing this. Or are you suppose to? If not, where do you place it?
