Will traction control and Anti lock brakes make this car safer for winter?

I'm really considering buying a ford mustang but i've heard they suck in winter. One of the ones I saw has traction control and Anti-ock brakes. Will that make it better for winter? Also, is it just winter I should be concerned about with a mustang? What about rain?
