Rodney ?*blank*? What's the guy's name??

Ok, there was a country singer in the late 80s-early 90s named Rodney *something*.. I can't remember his last name, but I know it wasn't Carrington or Crowell.. He was kind of nerdy looking.. Short dark hair, gles, skinny guy.. All I remember is a song about breaking up and he's all playing the guitar in the streets... Does anyone remember who this guy is, or what song he sang?
