Can a child in CA charge a parent with emotional abuse?

I don't know; you'll need to speak to a lawyer... Just keep them away from him. You have every right, if he's neglecting, and yes, abusing them. (Cause, he is.) If he's really doing all this, he hasn't a leg to stand on, if it went to court.
